NAVFAC Bethesda Bowling Alley

Meltech completed this important project for the Naval Facilities Engineering Commanf Washington at the Walter Reed National Military Medical Center Bowling Alley. This project was for the backfill, compact and plant sod over a low area by the deck of the bowling alley, Building 56, at the National Support Activity, Bethesda, Maryland.

The work was completed on the east side of the outside deck of the Bowling Alley, Building 56. Meltech filled in the low area, compacted the soil and placed sod over the newly placed soil.

US Army Corps of Engineers Mobile District Fort General Leonard Wood Community Hospital Modular Clinic Site Work in Fort Leonard Wood, MO

This project was result of a MEDCOM CONUS wide contract administered by the U.S. Army Corps of Engineers, Mobile District. Meltech completed this project for the development of a work plan and drawings which detailed all site utilities work, grading and tie-ins.  Modular clinic drawings provided floor plans and utilities layouts, including distribution and load estimates. Work plan also defined all the required outages to electrical and plumbing utilities; and identified all invasive utilities and civil work outside the existing buildings adjacent to the planned clinic. The option that was awarded shortly after was for the complete supply and installation of a new and completely functional Modular Medical Clinic that meet all Local, State, and Federal medical standards and codes.

Smithsonian Institution Freer Gallery of Art and Arthur M. Sackler Gallery (Freer|Sackler)

Smithsonian Institution Renovate Education Offices at the Freer Gallery of Art and Arthur M. Sackler Gallery (Freer|Sackler) in Washington, DC

General Synopsis 

This project was for the renovation of the Education Offices located at the Smithsonian’s Freer Gallery of Art (FGA) and Arthur M. Sackler Gallery (Freer|Sackler) in Washington, DC. 

The work included the demolition and renovation of current Education Offices located on the Second Floor Level below Grade. The demolition work included the removal of walls, doors and frames, carpeting, miscellaneous built-ins and finishes, lighting, mechanical diffuser and some MEP related equipment. The new work included the gypsum board and metal stud partitions, glazed aluminum framing and doors, a translucent feature wall, new carpeting, ceiling and lighting. The sprinkler, fire alarm, speaker and the mechanical systems were modified to work with the current layout. All the main lines and control systems remained. 

This work was completed in a fully occupied building. The affected areas were screened off and all construction activities were staged in a manner to be the least disruptive to the adjacent spaces. All egress paths remained open and in use for the building occupants.

One project modification was issued for the Sacklers Archives Cold Storage renovation. The work was for the demolition to include the evacuation of the refrigerant from the cold storage equipment and compressors. Complete the disconnections and make safe dehumidifier and fan coil unit and remove equipment from site. Disconnect existing controls and make safe. The new work included the installation of a new rigid supply and return ductwork, 12×12 fire damper with access door, supply and return registers, fire stop penetrations and the insulation on new ductwork.

Smithsonian Institution Hirshhorn Museum and Sculpture Garden

Smithsonian Institution Hirshhorn Museum and Sculpture Garden (HMSG) Supersensorial Exhibit

Meltech was awarded this Task Order through our Indefinite Delivery Indefinite Quantity Term Contract for Construction Services required by the Smithsonian Institution Museums and facilities located in the Washington DC Metro Area Mary and Virginia, plus the Smithsonian Museum facilities located in New York, NY Metropolitan area. 

This was a multi-phased project with multiple subcontractors in an occupied historical facility. Work on the project required the installation of critical elements of work which included: exhibit partitions, cutting, patching and matching of existing work, light fixtures and fire alarms. The premises were occupied during the performance of the work.  Meltech scheduled work activities to minimize interruption of occupants and occupied spaces.  

The work in the base contract included:

  • Demolition of 1275 square feet of gwb partitions
  • Construction of approximately 480 square meters (5200 square feet) of new gwb partitions
  • New construction of approximately 600 square feet of suspended gwb ceiling
  • Electrical work to provide power to artworks as shown in drawings
  • Drywall construction and finishing; wall restoration.

National Security Administration Fort Meade

National Security Administration (NSA) Renovate Serverland Room 2 at Fort George G. Meade

Meltech completed this important project for the National Security Administration for the renovation of the Serverland Room 2 at Fort George G. Meade in Fort Meade, Maryland. This project was for the National Security Administration Upgrade Infrastructure in Serverland Room 2. The work includes the following and all incidental related work: Convert Machine Room to Lab Room including demolition of select existing systems, retention and reuse of other existing systems, and installation of new architectural, mechanical, and electrical and fire protection systems/equipment. The work was conducted in a single phase. Work in this phase was required to be substantially complete and ready for occupancy within 210 calendar days after No-tice to proceed.

Major products and systems include the following:

  1. Reuse existing architectural components (walls, raised access floor grid, and acoustical tile ceilings.)
  2. Reuse resisting “house” mechanical system (overhead air distribution.)
  3. Modify chilled water distribution.
  4. New chilled water computer room air conditioning (CRAC) units.
  5. Modify existing lighting system,
  6. New power distribution to server racks and cooling equipment.
  7. Modify existing fire suppression/alarm systems.

 

GSA St. Elizabeth’s Hospital

General Services Administration (GSA), DCO, DSCM & Base NCR Reconfiguration, United States Coast Guard (USCG) Munro Building 50 at the St. Elizabeth’s Hospital in Washington, DC

Meltech completed this important project for the U.S. Coast Guard at the Douglas A. Munro Building 50 at the St. Elizabeth’s Hospital in Washington, DC. 

The Saint Elizabeth’s West Campus is the stewardship of the General Services Administration, Potomac Service Center. The entire St. Elizabeth’s site (including both the West Campus and East Campus) has been designated a national historic landmark. The property is in the process of renovation and will become the headquarters for the Department of Homeland Security. This project was located at the USCG Bldg. 50 Munro Bldg. which is being redesigned to meet the minimum space requirements of the USCG. 

This project was for the USCG requirement for reorganization of the space as they have picked up an additional Flag Officer. In order to accommodate the square footage requirements for their positions USCG has to relocate the BNCR-HQ within the existing space. 

Meltech completed this project constructed for the Senior Supervisory position (with ranks of Command Master Chief, Commander, Captain, or GS-15) with the exception of the 3K16-02 in Suite 3K16-00. This office is for a Component Head Admiral. The project was completed during normal work hours in a fully occupied building. The project included upgrades to lighting, HVAC, receptacles, IT pathways, sprinkler and fire alarm system.

WSSC Data Center

Washington Suburban Sanitary Commission (WSSC) Richard G. Hocevar (RGH) Building Data Center Upgrades

Meltech was awarded this task order under our WSSC RGH Data Center Upgrades SATOC. This project was for the Washington Suburban Sanitary Commission (WSSC) Richard G. Hocevar (RGH) Building Data Center Upgrades in Laurel, Maryland. The work for this data center renovation included the following: 

  • Replacement of computer room air conditioning units in Main Computer Room and associated dry coolers and pump packages. Removal of air conditioning units in third floor PBX room and mechanical room adjacent to lake level UPS room. Replacement of ventilation fan in penthouse mechanical room.
  • New air conditioning units in PBX room and associated dry coolers and pump packages. New air conditioning units in Lake Level mechanical room to support both UPS rooms and adjacent spaces.
  • New static uninterruptible power supply, automatic transfer switch (ATS), power distribution units and panelboards to support Main Computer Room.
  • Replacement of lighting fixtures in room 3025, circuit breakers in panelboards with associated conduits, cables and other appurtenances shown on the drawings.
  • Replacement of floor tiles in the Main Computer Room and room 3025.
  • Replacement of wet pipe sprinkler system with pre-action type. Replacement of Halon fire suppression system with FM-200 system.

Fort Belvoir Design Build Community Care Unit

US Army Design Build Renovations at Fort Belvoir Community Care Unit Building 802 at Fort Belvoir, Virginia

Meltech was awarded this project to provide all materials, labor, equipment, transportation, and services to complete the design and build and renovation of Building 802. Building 802 is a one plus-story brick facility built in 1977 with approximately 3,000 gross square feet that serves as the Fort Belvoir Community Care Unit. The building is currently used as an administrative facility also. 

Existing ceiling tiles, walls, and carpet are all in poor condition due age and wear and tear. This project was to renovate the existing facility to improve the capabilities of the facility for a new mission that has been displaced from a demolished facility. 

The work included: Demolition; Mold Remediation; Rebuild of Interior Walls and Run New Water, Sewer, and Electric Lines; Installation of New Doors; Replacement of Carpet; and Replacement of HVAC System. 

Additional work included: 

  • Inspection of the existing water line connection and replacement the line as needed. Installation of blast windows. 
  • Replacement of existing windows with blast windows. 
  • Upgrade/Installation of Fire Alarm System. 

Fort Belvoir Design Build HAZMAT Facility

US Army Corps Alterations and Repairs to Building 1495 HAZMAT Facility in Fort Belvoir, Virginia

This project was for the design and build-out of historical Building 1495 HAZMAT Facility in Fort Belvoir, Virginia. The work included the removal and replacement of the existing metal sheathing, metal wall panels, the replacement of existing windows and the installation of high efficiency heat pump systems. 

The project Exterior work included the removal of all existing sheathing including louvers on west side of facility; replacement of existing exterior metal wall panels; replacement of existing windows and replacement of one double door on east side with new window. All windows were to be double pane, argon gas filled, with low-e coating. The exterior work also included the replacement of exterior entry doors / frames; replacement of roll up doors / frames; replacement of gutters and downspouts; provided exterior LED facility lighting (wallpacks) with auto sensors and programmable time clocks. 

Site work included the installation of new automatic perimeter entry gate the end of perimeter fence and the installation of a culvert, suitable fill and asphalt to create new entry to facility. 

Interior Demolition consisted of the removal of all existing equipment including oil boiler, air handler, existing duct system, exterior air condition unit, warehouse space heaters and controls and the disconnection of the heating oil tank. The interior demolition work also included the removal of existing drop ceilings, light fixtures, wall finishes, and floor finishes in the administration portion of the facility. 

The HVAC work included the installation of high efficiency heat pump system with associated duct work for administrative area. Meltech provided new unit heaters in warehouse. New system was installed in compliance with NFPA 30 for use in a HAZMAT Facility. Meltech coordinated this work with the Washington Gas Company for the extension of the gas line to the building and any associated work. We air sealed the mechanical room, exhaust duct / fan with duct mastic to eliminate air leakage into the administration area and completed the replacement of two exhaust fans in the warehouse. 

Fire Alarm/Suppression System work included the installation of new addressable fire alarm system and modification to existing water sprinkler system to provide coverage of administrative area. The work also included the installation of new foam based system suitable for hazardous material storage facility for coverage of warehouse portion of facility. 

Electrical work consisted of the assessment of all electrical service panels for capacity to receive new load from HVAC equipment and provide sufficient space capacity. Panel repairs and wiring completed where needed. Work also included the replacement of electrical outlets and switches in warehouse with fixtures compliant with NFPA 70 class 1 Division 2 Material Storage Areas; reconfiguration of electrical outlets and switches according to new floor plans in administrative area; replacement of existing warehouse area fluorescent lights with high efficiency fluorescent fixtures with electronic ballasts and individual motion sensors. Light locations same as existing and the replacement of existing administrative area fluorescent lights with interior LED lights. 

Architectural work consisted of the reconfiguration of interior partitions based on new space plan provided. Final space dimensions were coordinated with end user; exterior wall in administrative space were insulated to the maximum extent possible. Walls furred out where necessary. The work included the replacement of the interior doors/frames; installation of approximately 8 foot base cabinet run in office with sink and laminate countertops. The work also included the replacement of the existing floors with new VCT in the administrative space; painted all administrative area and restroom walls including partition wall with warehouse (both sides) and the replacement of restroom stall partitions and installation of floor ceramic tile. 

Plumbing work included the replacement of all restroom fixtures including toilets, sinks, faucets, urinals and showers and provided the renovation of all restrooms to meet current applicable plumbing and ADA codes. Meltech provided and installed two frost-proof hose bibs to the South and North sides of building and access to the plumbing in bathroom for the potential waste and water connections for sink in the office with sink and laminate countertops. The work was coordinated with end user to for color and material selections. Meltech also provided a single use female restroom with all required plumbing fixtures and accessories. 

Warehouse work included the installation of a perimeter containment system within the warehouse portion of the facility utilizing a 6inch high concrete berm along majority of the facility perimeter, concrete berms in front of the rollup doors, and trench drains in front of access doors; paint the floor coating in entire warehouse area; installation of durable marking tape on the floor to delineate different storage areas of the warehouse; installation of additional eye wash into warehouse area; replacement of rusted sheet metal cladding throughout interior of building. The work included the redesign of the access gate. Meltech provided and installed 80’ of commercial grade steel pallet racks inside the warehouse for equipment and material storage, capable of accepting a 4’x4’ pallet with 55 gallon drum on bottom and top levels. 

The Communications work included the reconfiguration of communication wiring and data and phone terminals to conform to new floor plans. The work required that a minimum of 8 data / phone terminals. Meltech also installed jumper to wall mounted computer display. We designed cable runs and drop locations and installed cable trays. Meltech purchased and installed prefabricated hazardous storage material containers and placed them outside the building while the renovation was ongoing. The hazardous storage material containers were returned inside the building upon completion of the project. 

Polychlorinated Biphenyl (PCB) Cleanup – The Fort Belvoir Directorate of Public Works (DPW) Environmental and Natural Resources (ENRD) are responsible for ensuring compliance with all applicable environmental regulations. Meltech was required to obtain a DPW Excavation Permit (subsurface utility clearance) from the DPW-Construction Management Division prior to all activities requiring any excavation or other subsurface work. A very large portion of this contract was for remedial work for the Polychlorinated Biphenyl (PCB) cleanup. The affected areas of concrete and soil were returned to original condition. Clean soils were placed into the area, and compacted to 95% ASTM D-698 compaction. New asphalt was placed atop the compacted areas and covered completed to allow vehicles to drive over it. It was required to be strong enough for large, heavy, equipment and trucks to safely drive over. 

Sustainable Design Elements 

The contract had several sustainability design requirements to be met. All mechanical, lighting, windows, roofing systems, wall insulations, utility meters, hot water heaters, interior plumbing fixtures, outdoor water, paint adhesives, and sealants and carpet to meet the current Department of Energy Purchasing Specifications for Energy Efficient Products listed on the Federal Energy Management Program, Sheet Metal and Air Conditioning Contractor’s National Association Indoor Air Quality Guidelines for Occupied  Buildings under Construction, 1995, Energy Star or FEJ\1P (Federal Energy Management  Program) ratings, Energy Standard for Buildings except Low-Rise Residential, International Energy Conservation Code, State of Virginia Ia 9 VAC 5-40 Emission Standard for Architectural  and Industrial Maintenance Coating (Rule 4-49) and Carpet and Rug Institute  Green Label program.
